The FIRSTNET vision is to establish a nationwide, high speed, wireless broadband network dedicated to public safety use. The law establishing FIRSTNET passed as part of the Affordable Care Act of 2012. $7B dollars authorized to build the FIRSTNET network. There is an initial $2B dollar investment, with the balance coming from Spectrum (frequency) auctions thru 2022. This funding will have to be paid back to the Treasury. The network will be a cost recovery network.

FIRST NET is governed by a Board of Directors made up of five public safety representatives (police, fire, EMS, Sheriffs, city government) and 10 members from commercial telecommunications backgrounds. The agency is an independent federal agency under the National Telecommunications Information Agency (NTIA).
